Evans’ typical planning study encompasses a determination of the existing and projected program needs of the educational institutions and/or public/private entities in a region, and a survey of the resources available to respond to these needs. Recommendations are made concerning the appropriate technology mix required, and the recommended level of utilization for each component is determined. Migration plans are crafted along with the impact on existing administrative structures. Other relevant factors, such as the plans of vendors and regulatory agencies, are considered in presenting the endorsed implementation plan to our clients.

Alternative designs for possible interactive communications facilities are based on the assessment of the voice, video, and data communications requirements as determined above. Recommendations for implementing each alternative design are given, including capital and operating costs. A recommendation of the most viable alternative for a broad-band network design is described.

These studies can be used to acquire network facilities that are compatible with cost-efficient procurement plans. Examples
