Evans has established many firsts in the area of local, wide area and regional networks, including the FIRST federally funded countywide cable-TV and computer network in Trempealeau County Wisconsin in 1973. In 1992, Evans designed the world’s first full-motion packet-switched OC-3 network for use by 41 communities in central Wisconsin, and designed a similar system for the CONVOCOM educational network in Illinois. Extensive coordination with the service providers was required for these efforts.
For the Federal Appalachian Commission, Evans designed and implemented distance education networks in Ohio and Maryland. In Mississippi, Evans conducted an extensive statewide Needs Assessment, facilitated consensus on behalf of the vocational colleges, the two State Universities, and State government, and helped to obtain legislative funding. Evans also assisted in drafting new enabling legislation for this project.
